  • OMB analyzes proposals from the various federal agencies and the White House policy councils, to determine if they are consistent with Presidential priorities, spending priorities, and past precedent.
  • The EOP’s relationship with OMB is one of the most critical in the Executive Branch. OMB wields significant power behind the scenes.
  • OMB examiners – who are the OMB staff responsible for reviewing policy for their assigned agencies – will have regular calls and meetings with both federal agencies and the white house policy councils.
  • All senior policymakers at the federal agencies will want to know their counterparts at OMB who are responsible for reviewing the policy proposals in their portfolio.
  • Differences in values and vision between federal agencies and OMB can cause a significant issue in accomplishing the President’s agenda.
